About this opportunity
Milwaukee County is seeking a debt collection services provider through Request for Proposal RFP-2025-008, issued by the Department of Administrative Services' Procurement Division. The solicitation targets a comprehensive collections services vendor to assist the Clerk of Circuit Court in collecting past-due judgments, fines, tickets, and other court-related debts through direct collection efforts and the State of Wisconsin Tax Refund Intercept Program (TRIP). The selected vendor will be responsible for skip-tracing, customer service, record-keeping, and providing technological platforms for debt information and payment processing. Proposals are due by September 29, 2025, at 4:00 PM CST, with a projected contract start date of January 1, 2026. The county intends to award a two-year contract with potential for two additional two-year renewals. Evaluation criteria will include technical merit (700 points), cost (200 points), and potential bonus points for Targeted Business Enterprise (TBE) participation or diverse firm representation (100 points), with an additional potential 100 points for interviews or demonstrations.
The procurement includes specific requirements for Targeted Business Enterprise (TBE) participation, emphasizing engagement with certified minority, women-owned, and small businesses. Vendors must demonstrate racial equity, cultural competence, and diverse business practices. The county has established comprehensive insurance requirements, including Commercial General Liability ($1M per occurrence), Professional Liability, Cyber Liability ($5M limits), and other mandatory coverage types. Commission rates for the contract are capped at 14% for direct collections at vendor offices, 12% for collections at the Clerk of Circuit Court's office, and 7% for TRIP collections. The scope may potentially expand in future years to include services for the Milwaukee County Sheriff's Office and Parks Department. While no specific incumbent vendor is mentioned, the county requires strict compliance with background check requirements, information technology policies, and a Contractor Code of Conduct. The total contract value is not explicitly stated, but the potential six-year term provides significant opportunity for the selected vendor.
