About this opportunity
The City of Jacksonville, Florida, in Duval County, is soliciting bids for Countywide Tree Procurement, Planting, and Miscellaneous Landscaping services under solicitation 16586-25. The scope of work encompasses furnishing all labor, materials, and equipment necessary to procure trees from growers, perform excavation and bed preparation, execute planting operations, and provide landscape maintenance for a minimum of three months following initial acceptance through final acceptance, including replacement of non-conforming materials during the maintenance period. The City anticipates approximately 670 trees will be planted over the next two years at various right-of-way and public property locations throughout Jacksonville, with projects to be identified by the City and issued as separate purchase orders specifying tree types, sizes, and quantities for each location. Qualified bidders must demonstrate a minimum of five years of landscape installation experience on projects valued at $20,000 or more, possess required equipment including trucks, tractors, trailers, and water tanks, maintain a local office in Duval, St. Johns, Nassau, Baker, or Clay County, and hold current local business tax receipts. The solicitation opened April 22, 2025, with a mandatory pre-bid conference scheduled for April 25, 2025, at 10:00 AM via Microsoft Teams, a question cutoff date of May 2, 2025, at 5:00 PM, and a bid submission deadline of May 16, 2025, at 10:00 AM Eastern Standard Time. Bidders must submit pricing on three lump-sum maintenance/warranty line items covering three-month, twelve-month, and twenty-four-month maintenance periods, with all pricing to include applicable sales taxes and remain firm throughout the contract life. Award will be made to the lowest responsive, responsible bidder based on price alone, either by individual item or for all items combined.
The contract includes a 20 percent Jacksonville Small Emerging Business (JSEB) participation goal, establishing a designated set-aside for disadvantaged enterprises. Bidders are required to submit a 5 percent bid bond and 100 percent performance and payment bonds, along with comprehensive project references, equipment documentation, proof of facility ownership or lease, and confirmation of insurance capability. The contract term is two years initially, with two optional two-year renewal periods subject to approval by both the supplier and the City. The solicitation is funded through the City of Jacksonville's general operations with no federal funding involvement, and no incumbent vendors or existing contractors are identified in the procurement documents. While a specific contract value is not disclosed in the solicitation materials, the estimated scope of approximately 670 trees to be planted over two years, combined with the required maintenance and warranty provisions, indicates a substantial procurement opportunity for qualified landscape contractors capable of managing multiple projects across Jacksonville's public sites.
