Webb County Commissioners Court is requesting sealed proposals for a turnkey IP-based intercom system for Webb County Jail under RFP 2026-009, with proposals due June 19, 2026 at 4:00 p.m. Central Time and a pre-proposal meeting scheduled for June 9, 2026 at 10:00 a.m. at the Webb County Purchasing Agent office. No set-asides apply; the County encourages but does not require participation from small businesses, minority-owned businesses, or women-owned businesses.
The scope encompasses supply, installation, integration, testing, and three-year support of an IP-capable intercom solution serving a medium-sized detention facility at 1000 Washington Street housing approximately 540 inmates daily. Required hardware includes IP intercom master stations, substations, door entry and release interfaces, paging amplifiers, and redundant network components. The system must integrate with the facility's access control, CCTV, and emergency systems; support VLANs and QoS; and comply with Texas Jail Commission standards. Deliverables include comprehensive documentation, on-site training, and warranty and support services.
The initial contract term is three years with options to extend for two additional one-year terms at the County's sole discretion. Award is contingent upon Commissioners Court action and execution by authorized County officials.
Evaluation is weighted as follows: cost proposals (20 points), technical compliance and system functionality (30 points), vendor qualifications and detention facility experience (20 points), project implementation plan (15 points), warranty and service support (10 points), and references and past performance (5 points). The County reserves the right to negotiate best and final offers, request system demonstrations, and conduct client interviews during evaluation. Proposals become County property and will not be returned. Respondents must comply with Texas Government Code Section 511.009, Texas Jail Commission standards, and Webb County's Code of Ethics policies, including disclosure of conflicts of interest and campaign contributions within six months prior to the solicitation date.
