About this opportunity

The United States Section of the International Boundary and Water Commission (USIBWC) is seeking bids for rehabilitation of the Country Club Bridge West Stoplog Structure in El Paso, Texas (Solicitation 191BWC26B0013), with proposals due September 10, 2026. This is a Total Small Business Set-Aside under NAICS code 237310 (Highway, Street, and Bridge Construction) — only certified small businesses are eligible.

The scope includes mobilization and demobilization, traffic control permitting and implementation, removal and replacement of the existing expansion joint, repair of deteriorated and spalled concrete surfaces, construction debris disposal, site surveying, and final cleanup. The work restores movement between the roadway and the stoplog foundation structure, addresses a public safety hazard (a noticeable roadway bump and traffic hazard that prompted temporary warning signs in August 2025), and maintains the floodgate system's compliance with FEMA 44 CFR 65.10 flood control requirements. The stoplog barrier system, installed under prior USIBWC contract 191BWC22C0011, experienced unexpected concrete damage.

Construction must commence within 60 days of Notice to Proceed. Work is limited to USIBWC right-of-way and designated City of El Paso property, with operations restricted to 7:00 a.m. to 3:30 p.m., Monday through Thursday, excluding Federal Holidays. The contractor is responsible for all costs — labor, materials, equipment, traffic control, permits, utilities, temporary facilities, insurance, bonds, and safety compliance — with no direct reimbursement beyond contracted prices. Davis-Bacon wage determination requirements apply. The contractor must obtain Section 404 Clean Water Act compliance, traffic control permits from the City of El Paso Streets & Maintenance Department, and any additional federal, state, or local permits. Compensation is lump sum or unit price as specified in the bid schedule, with progress payments available for lump sum items based on percentage completion and an approved Schedule of Values.
