About this opportunity

The City of Pembroke Pines is requesting bids on supply and installation of quartz countertops for two housing developments—Pines Place Housing (68 units) and Pines Point Housing (28 units)—under IFB #CS-26-03, with bids due September 22, 2026 at 2:00 p.m. and questions due September 7, 2026. This is a HUD-funded project subject to Davis-Bacon prevailing wage requirements and HUD Section 3 compliance, both of which materially affect cost and labor availability. Local Pembroke Pines vendors receive a 5% preference in scoring, and local Broward County vendors receive 2.5%; preferences also apply to veteran-owned, minority-owned, and women-owned business enterprises.

The scope covers removal of existing countertops and fabrication and installation of new quartz countertops in kitchen cabinets and bathroom vanities. All countertops must be Wilsonart Quartz 3cm in either "Gobi" (Q1003) or "Winters Veil" (Q2008) finishes or approved equals. Unit pricing is required for each of three layouts at Pines Place and three layouts at Pines Point, applied uniformly across all units of each type regardless of minor dimensional variations. Work is performed at two locations in Pembroke Pines.

The estimated project cost is $180,000 over an initial two-year term with two-year renewal options. Annual price adjustments after the first year are permitted based on Consumer Price Index or Producer Price Index, capped at 4 percent. Contractors must hold a minimum of five years of similar experience with at least three references from the past five years, and maintain comprehensive general liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate), workers' compensation, auto liability, and umbrella/excess liability coverage ($2,000,000). Performance and Payment Bonds equal to 100 percent of project value are required from sureties rated B+ to A+ per A.M. Best's. The City will waive City-related permits and license fees and cover state and county permit costs through its owner's contingency. Davis-Bacon wage determination WD #FL20230197 (effective January 20, 2023) applies; Section 3 requires 25 percent of total project hours worked by Section 3 workers and 5 percent by Targeted Section 3 workers to the greatest extent feasible. No pre-bid meeting is scheduled. Sealed electronic bid opening occurs at 2:30 p.m. on September 22.
