About this opportunity
MD Anderson Cancer Center is requesting proposals for an independent review of its FY 2025 filed Medicare Cost Report (CMS-2552-10) to identify reimbursement enhancement opportunities, with proposals due March 16, 2026.
The scope requires comprehensive analysis of cost-report allocations, reclassifications, bad-debt treatment, Graduate Medical Education components, Worksheet D-6 items, and other reimbursement-impacting elements. The consultant will validate calculations against current regulations, identify short-term and long-term strategic improvements, and develop an actionable implementation plan. Key activities include document intake, weekly stakeholder coordination meetings with a target turnaround of 1–2 business days for requested data, regulatory impact analysis, and findings development. All work must comply with applicable privacy, security, and confidentiality requirements, including protocols for Protected Health Information and sensitive workforce compensation data. Documentation will be exchanged through a secure OneDrive site.
Deliverables include a project plan with initial data request and communication protocols, draft findings with preliminary recommendations, a final report with detailed findings, quantified impacts, risk assessments and full calculation support, and a presentation summarizing approach and prioritized opportunities. MD Anderson will provide timely access to documentation, participate in scheduled meetings, and approve final findings. The project is estimated for completion by June 30, 2026. Payment is due upon MD Anderson's acceptance of the final report in accordance with Rider 116 Invoice Payment requirements. No estimated contract value is published. The Scope of Work document is attached.
