About this opportunity

Montgomery County, Pennsylvania is requesting proposals for cost estimating services under an RFP, with proposals due July 16, 2026. The County will establish a qualified-vendor list to provide on-demand cost estimation across its capital projects portfolio.

The scope encompasses cost review and estimation for construction manager-at-agent, design, and construction contracts; preliminary through construction-document phases; and specialized cost management services including cost modeling, program estimates, detailed itemized estimates, estimate reviews, scope and budget reviews, value engineering studies, construction manager and contractor cost reconciliation, and change order evaluation. All cost estimates must be broken down by trade and include overhead and fees. Firms must have staffing sufficient to meet project schedules and may be required to attend meetings with the County's Capital Projects Program Director and project managers to compare, evaluate, and confirm costs.

The initial contract term is three years with two one-year renewal options, for a maximum five-year term. After five years the list is eliminated and re-established through a future RFP. Schedules for individual cost-estimating projects will vary; the County and selected firm will agree to a schedule prior to commencement of work on each project.
