About this opportunity

The Kentucky Transportation Cabinet (KYTC), Division of Purchases, is requesting bids on corrugated polypropylene pipe under RFB 605 2700000122 serving KYTC Districts 1–12, with bids due October 2, 2026 at 1:30 p.m. Eastern Time. This is a federally funded master agreement subject to Buy America and Build America, Buy America (BABA) Act requirements, mandating that all manufacturing processes for polypropylene pipe occur in the United States — a decision-flipping compliance gate.

The scope includes corrugated polypropylene pipe ranging from 12 inches to 60 inches in diameter (with estimated quantities of 200 to 1,500 linear feet depending on size), split couplers, and 45-degree and 90-degree fittings in sizes from 12 inches to 36 inches (2 to 10 units each). Pipe material must conform to AASHTO MP 21-11 and Kentucky Department of Highways Standard Specifications. Pipe is measured in linear feet; specific lengths are determined by the Department on each delivery order. Vendors must guarantee delivery within 30 calendar days of receiving a delivery order, after which a bid may be deemed non-responsive.

Pricing shall be F.O.B. Destination Freight Prepaid and Allowed, with vendors responsible for all freight charges and claims. The master agreement runs from the award date through September 30, 2027, with options for four additional one-year renewal periods subject to written approval and potential renegotiation. Bid evaluation uses best value with 95 points for price (lowest bidder receives maximum points, others scored proportionally) and 5 points for delivery time. Vendors must carry Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate. All bids require a Non-Collusion Certification, Buy America/BABA Materials Certificate of Compliance, Required Affidavit for Bidders, and certification regarding Artificial Intelligence use. Late deliveries incur a 1% daily penalty, except for delays caused by Commonwealth actions, third parties, civil disturbance, war, terrorism, pandemics, natural disasters, or acts of God. Payment is made within 30 working days of invoice receipt and goods acceptance. Questions closed September 18, 2026, with responses issued by September 25. The tentative award date is October 9, 2026. Electronic submission is required through the Kentucky Vendor Self Service system; vendors must register 24–48 hours prior to submission.
