About this opportunity

The Missouri Department of Transportation (MoDOT) Southwest District is soliciting bids for Corrugated Metal Pipe (CMP), Aluminized Culverts, and Polypropylene Pipes through Invitation for Bid (IFB) number IFB605SW22000320. The procurement is specifically for various pipe sizes and materials to be delivered to multiple maintenance facilities in counties including Gasconade, Clinton, Osceola, Preston, and Warsaw. Pipe specifications include CMP ranging from 15" to 42" diameter and polypropylene pipes from 15" to 60" diameter, with specific length requirements for each location. The solicitation requires vendors to certify that end products meet attached specifications and will be awarded on a firm fixed pricing, "low bid" basis by group. Bids will be accepted from September 2, 2021, to September 22, 2021, at 3:00 PM CDT, with delivery requirements mandating Monday through Thursday deliveries between 7:30 AM and 3:00 PM local time, with 24-hour advance notice. Vendors must indicate the gauge of CMP being bid and provide pricing for any required bands or couplers. Pricing is to be submitted on a per linear foot basis, with free on board (FOB) destination delivery terms.

The procurement encourages Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation, with target goals of 10% MBE and 5% WBE involvement through subcontractors, suppliers, or joint ventures. For purchases over $25,000, there is a 10% price preference for American-made products under the Buy American Act provisions. Vendors must complete certifications related to the Domestic Products Procurement Act and the Anti-Discrimination Against Israel Act. Payment terms are net 45 days after receipt of a correct invoice, with invoices to be emailed to SWInvoices@modot.mo.gov. While no specific incumbent vendor is mentioned, the solicitation indicates that MoDOT reserves the right to increase or decrease quantities as needed. All equipment and supplies must be new and of current production. The solicitation does not specify a total contract value, but requires vendors to provide detailed pricing for various pipe sizes and lengths across multiple maintenance facilities in the Southwest District.
