About this opportunity

The Missouri Department of Transportation (MoDOT) Southwest District is seeking bids for Corrugated Metal Pipe (CMP), Aluminized Culverts, and Polypropylene Culverts through Invitation for Bid (IFB605SW23001065). This procurement covers various pipe sizes ranging from 15" to 54" in diameter, including both round and arch configurations, to be delivered to multiple maintenance facilities in locations such as Bolivar, Buffalo, El Dorado Springs, Greenfield, and Stockton. The solicitation requires vendors to specify the gauge for CMP (14 or 16 gauge) and provide detailed pricing for different pipe lengths and configurations. Bidders must certify that their end products meet the attached specifications and indicate any necessary banding for longer pipe lengths. The bid period runs from November 1, 2022, to November 15, 2022, with bids due by 11:00 AM CST, and pricing must remain valid for at least 45 days. Delivery requirements include 24-hour advance notice and delivery windows of Monday through Friday, 7:30 AM to 3:00 PM local time, with free on board (FOB) destination terms.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific goals of 10% MBE and 5% WBE participation through subcontractors, suppliers, or joint ventures. Service-Disabled Veteran (SDV) businesses are also encouraged to participate. The contract will be awarded on a firm fixed pricing, "low bid" basis, with the lowest responsive and responsible bidder meeting all requirements receiving the award. While no specific incumbent vendors are mentioned, the procurement includes provisions for the Domestic Products Procurement Act, which provides a 10% price preference for American-made products for purchases over $25,000. Vendors must register with MissouriBUYS to submit electronic bids, though hard copy submissions may be permitted with prior buyer approval. Payment terms are net 45 days after receipt of a correct invoice, with invoices to be submitted electronically to SWInvoices@modot.mo.gov. The specific award value is not explicitly stated, but the solicitation covers multiple pipe sizes and configurations across several maintenance facilities.
