About this opportunity

The City of Long Beach Department of Economic Development is requesting proposals for Corridor Safety Solutions to address vandalism, loitering, theft, and perceived safety concerns in the Anaheim business corridor, with proposals due September 29, 2025, and an optional pre-proposal webinar on September 11, 2025. This is a challenge-based RFP offering $75,000 for the initial 12-month pilot contract period, with award to up to two proposers.

A local-vendor preference of five extra credit percentage points applies to businesses maintaining a principal place of business within Long Beach city limits with a current business license; an additional five points are available for brick-and-mortar or non-residential locations.

The scope encompasses technology-based, community-based, or programmatic solutions including QR code reporting systems, panic buttons, enhanced lighting, motion detectors, cameras with object detection, neighborhood watch programs, and public space activation. The selected contractor must design and implement a 12-month pilot with potential renewal for up to four additional one-year periods, not exceeding five years total. The Anaheim corridor currently lacks panic button infrastructure. The City standardizes on Genetec video management software, Hanwha and Axis cameras, and Dell rugged field units with on-premises server storage, with minimum 30-day video retention. Proposals must describe stand-alone and potential integration options with existing City platforms and comply with the Data Privacy Policy. The selected contractor is responsible for maintenance and monitoring during the pilot; proposers must outline long-term ownership and maintenance options and design scalable solutions.

Evaluation criteria weighted equally at 25% each for qualifications, feasibility, and impact; 10% for originality; and 15% for understanding of the challenge. Up to three finalists will be invited to an in-person Demo Day on November 15, 2025, receiving $3,500 honorariums. Questions are due September 16, 2025. The total contract award shall not exceed $75,000. Contract expansion beyond the initial award exceeding $100,000 triggers the Equal Benefits Ordinance. Proposers must provide case studies, references (maximum three), and mandatory attachments including Authorization and Certification, Equal Benefits compliance forms, W-9s, and Privacy Policy attachments.
