About this opportunity
Martin County is seeking qualified licensed contractors to install a comprehensive vacuum sanitary sewer system for the Coral Gardens service area, which will serve approximately 638 single-family residential parcels. The procurement involves constructing a fully enclosed masonry building to house vacuum and sewage pumping assemblies, with the project being partially funded through a State of Florida Department of Environmental Protection (FDEP) Standard Grant Agreement (No. WG113) and a FDEP Clean Water State Revolving Fund Construction Loan Agreement (WW430280). The bid solicitation was posted on July 18, 2025, with proposals due by August 27, 2025, requiring contractors to demonstrate extensive experience in municipal infrastructure development and vacuum sewer system installation. Prospective bidders must be licensed and possess demonstrated expertise in similar municipal infrastructure projects. Compliance with federal, state, and local regulations is mandatory, including requirements related to nondiscrimination, wage standards, social security, workers' compensation, licensing, and registration.
The contract opportunity appears to be open to all qualified contractors without specific set-aside designations for disadvantaged enterprises. While specific budget ranges are not explicitly detailed, the project's scope suggests a substantial municipal infrastructure investment involving comprehensive sewer system upgrades. The funding sources, including FDEP grants and revolving fund loans, indicate potential for significant project funding. Contractors will be required to integrate the new vacuum sewer system with existing infrastructure in the Coral Gardens service area, ensuring seamless operational compatibility. The project's complexity and technical requirements suggest that only highly specialized contractors with proven track records in municipal utility infrastructure will be competitive. Successful bidders must demonstrate technical proficiency, financial stability, and the capability to manage a multifaceted municipal infrastructure installation project meeting stringent state and federal regulatory standards.
