The procurement targets 20 different battery types, including two-way radio batteries and marine batteries from manufacturers such as Duracell, Powersonic, Sanyo, Energizer, and Deka. Specific battery categories include alkaline, lithium, sealed lead acid, and deep cycle batteries, with precise quantity specifications for each type. The bid requires electronic submission through the county's online bidding system by November 21, 2025, at 4:00 PM, with bids remaining valid for 365 days after the closing date. Contractors must commit to delivering products within 15 calendar days of order placement, and all batteries must be new, with sealed lead acid batteries no older than 90 days from the manufacture date. The contract will be awarded based on a comprehensive evaluation of vendor qualifications, including business history, contact details, references, and compliance certifications.
The solicitation includes significant local business preference policies, offering a 5% bid price deduction for Orange County Local Small Businesses (OCLSB) and Disabled Veteran Business Enterprises (DVBE), with potential for an 8% deduction if a business qualifies under both categories. Bidders must be certified by the California Department of General Services and maintain their principal operations within Orange County. The contract is structured as a three-year agreement with options to renew for two additional one-year periods, featuring a firm fixed-fee model with no price increases permitted during the first year. A performance bond and labor and material payment bond are required, providing financial guarantees for contract fulfillment. While no minimum order quantity will be enforced, the contract includes a cooperative purchasing program that allows for a 2% administrative rebate on sales to other entities. Quarterly volume sales reports will be mandatory, and the county offers an Electronic Funds Transfer (EFT) payment option. The total contract value will be determined after bid award, with provisions for purchasing unlisted items up to a specified amount.
