About this opportunity

The State of North Carolina, Department of Public Safety, Division of Juvenile Justice & Delinquency Prevention (DJJDP), is seeking to secure a contract for the provision of Health Care Services (HCS) and clinical healthcare staff, including Nurse Practitioners, Physician Assistants, Registered Nurses, Licensed Practical Nurses, and Medical Technicians/Certified Nursing Assistants, to serve as clinical healthcare providers for juveniles in the custody and care of the Department. The Contractor will provide medical services to the Youth Development Center and the Juvenile Detention Center in Cabarrus County. The initial contract term is 3 years, with options to renew for up to 2 additional 1-year terms. The qualified proposals will be evaluated, and awards made to the vendor(s) meeting the specifications and achieving the highest evaluation. The RFP outlines the specific scope of work, including requirements for the different medical provider roles, and pricing shall be a firm, fixed rate inclusive of all labor, materials, and overhead. The State encourages HUB (Historically Underutilized Business) participation, and vendors must demonstrate relevant experience and provide references. Background checks and other requirements for candidate qualifications are detailed, and the State reserves the right to consider the location of workers utilized by the vendor in the evaluation.

The State has provided an addendum to the RFP, extending the bid opening date from August 29, 2024, to September 4, 2024, at 2:00 PM ET. The North Carolina Juvenile Code requires that developmentally appropriate healthcare be provided to juveniles while in the custody of or committed to the NCDPS. Historically, the healthcare staff have worked 40 hours per week, with schedules ranging from 8-hour shifts Monday through Friday and/or three 12-hour shifts with alternating weekends. The value of the contract is not specified, but the State has indicated a budget range or incumbent vendors are not provided.
