Bidders must submit all required documentation including company information, references, certifications, conflict of interest disclosures, debarment certifications, and compliance with Levine Act campaign contribution disclosure requirements, along with valid D-U-N-S and Unique Entity Identifier (UEI) numbers prior to contract award. The question deadline is Thursday, March 5, 2026, at 3:00 p.m., and all electronic bids must be submitted through the County's eProcurement Portal by March 12, 2026, at 3:00 p.m. The evaluation will apply a five percent preference deduction (up to a maximum of $100,000) to bids from certified Orange County Local Small Businesses (OCLSB) or Disabled Veteran Business Enterprise (DVBE) vendors for evaluation purposes only.
The contract will be awarded on a firm fixed-price basis with a three-year initial term renewable for two additional years by mutual written agreement and subject to County of Orange Board of Supervisors approval. A five percent preference deduction applies to certified Orange County Local Small Businesses and Disabled Veteran Business Enterprise vendors during evaluation, though selected OCLSB or DVBE bidders will receive contract awards at their original bid prices without adjustment. Performance and Labor and Material Payment Bonds are required upon contract award, with bond amounts to be determined based on the contract value. The contractor must guarantee that pricing is equal to or less competitive than prices offered to other local, state, or federal government entities, with no price increases allowed during the first contract year without documented proof of cost increases and 30-day advance written notice. The County reserves the right to utilize this contract through its Cooperative Program with other municipal, county, public utility, hospital, educational, and non-profit governmental organizations, requiring the contractor to pay a two percent administrative rebate on total sales from subordinate contracts. Upon award, the selected contractor will have seven days to submit certificates of insurance and a completed W-9 form. The specific budget or award value is not disclosed in the solicitation materials; however, pricing will be established during the competitive bidding process on a per-unit basis for each of the four product lines.
