About this opportunity

Richmond County School System in Augusta, Georgia is soliciting sealed proposals under RFP#26-219 for design, delivery, and installation of two playgrounds and poured-in-place rubber safety surfacing at Copeland Elementary School, with proposals due December 2, 2026 at 3:00 p.m. EST. All equipment must be IPEMA certified and comply with ASTM F1487, ASTM F1292, ASTM F1951, and CPSC Publication 325.

The project covers two new outdoor playgrounds at 1440 Jackson Road, Augusta, Georgia 30909, one designed for ages 2-5 and one for ages 5-12. Vendors must provide complete project designs that address ADA compliance and number of play events. Required qualifications include proof of minimum $5 million in product liability insurance, a 10-year warranty on all structures and components, and complete utility locating at the contractor's expense. Vendors must also provide a 3-year warranty on site preparation and subgrade integrity and a minimum 5-year non-prorated warranty on poured-in-place rubber surfacing against delamination and granular shedding. Delivery and installation must be completed within 90 days of award notification. Coordination with Mr. David Perry in the maintenance department (706-737-7189, perryda@boe.richmond.k12.ga.us) is mandatory for scheduling delivery and installation.

The allocated budget is $200,000, which must cover all labor, materials, equipment, delivery, and installation. Pricing may not appear as a separate line item; vendors submit complete designs valued at the full budget amount. This is a one-time procurement, and the school system is tax-exempt.

Proposals are scored on a weighted matrix: functionality of design and number of play events (20%), protective covering size, durability, and warranty (20%), years of playground installation experience (15%), strength of warranty and guarantee (15%), compliance with RFP instructions and technical specifications (10%), ADA compliance and play events (10%), and lead time for installation completion (10%). Site visits are encouraged before submission. Proposals go to 864 Broad Street, Augusta, Georgia 30901, with one hard copy and one digital copy on a labeled USB flash drive. Anticipated award is December 15, 2026.
