About this opportunity

The State of Maine Division of Purchases is soliciting bids on test equipment through a cooperative purchasing arrangement, with bids due June 28, 2010. The procurement is structured around Aeroflux brand test equipment with detailed technical specifications governing performance and functional requirements.

Bidders must submit sealed bids using prescribed forms to the Division of Purchases, Room 119, State Office Building, Augusta, Maine by the closing deadline. The State reserves the right to reject any or all bids, waive formalities and technicalities, and increase or decrease ordered quantities by up to 10 percent. Award will be made to the lowest responsible bidder based on best-value considerations.

Bids must include separate unit prices for each item at specified quantities, delivered to destination with all discounts included. The State will consider cash discounts of 20 days or more in determining the low bidder; shorter-term discounts will not be evaluated. All transportation charges, including freight and express delivery, are the contractor's responsibility unless otherwise specified. The State is exempt from Federal and Maine State sales and use taxes, so bids should exclude these taxes. Delivery terms must be stated in definite terms. Samples, when required, must be furnished free of charge.

Contractors must comply with all applicable Federal, State, and local laws and regulations, including the Maine Chemical Substance Identification Law requiring material safety data sheets for hazardous chemicals. In cases of contractor default, the State reserves the right to procure materials from alternative sources and charge excess costs to the contractor.
