About this opportunity
The New York Department of Environmental Conservation is awarding coordination of the Beyond Becoming an Outdoors-Woman (BBOW) Program to Cornell Cooperative Extension of Oneida County under discretionary purchasing authority (State Finance Law 163(6)), with no open solicitation issued; the Department will consider unsolicited proposals received by November 3, 2026.
BBOW is an auxiliary program under New York's Becoming an Outdoors-Woman (BOW) initiative, designed to teach women outdoor skills through volunteer-instructor coordination. BOW delivers large multi-day workshops; BBOW provides smaller single-day, "next step" classes and events for women who have completed beginner instruction. The coordinator will administer instruction in fishing, shooting, archery, hunting, trapping, outdoor photography, map and compass, survival, camping, canoeing, field dressing wild game, and related skills. The coordinator reports adjunct to DEC's Hunter Education Program and is tasked with maintaining and building relationships with DEC partner groups, fostering the program's reach into underserved communities, non-traditional user groups, and women statewide.
Because the Department has exercised discretionary purchasing authority rather than conducting open competition, interested firms may submit supporting information demonstrating capability to carry out this work. The Department will evaluate unsolicited proposals for this award and consideration in potential future procurements. No estimated contract value, term, or performance budget is stated in the notice.
Opportunity text
Cornell Cooperative Extension of Ontiario County will provide coordination of DEC's Beyond Becoming an Outdoors-Woman (BBOW) Program, an auxiliary effort of the New York State Becoming an Outdoors-Woman Program (BOW). BOW and BBOW are programs designed to teach women outdoor skills. These programs coordinate volunteer instructors to provide women with information, encouragement, and hands-on instruction in outdoor skills such as fishing, shooting, archery, hunting, trapping, outdoor photography, map and compass, survival, camping, canoeing, field dressing wild game, and much more. While BOW focuses on large, multi-day workshops, BBOW generally provides smaller single day, "next step" classes and events for women who have completed a beginner class at a BOW workshop. The coordinator will work adjunct to DEC's Hunter Education Program (HEP), seeking to maintain and build relationships with DEC partner groups to foster the program's relationship with underserved communities, non-traditional user groups, and women across New York state. The Department intends to award this work pursuant to its discretionary purchasing authority under State Finance Law §163(6) and therefore has not issued an open solicitation for quotes. If your firm believes you can carry out this work, please send along any supporting information and the Department will consider it for this and any potential future awards.
