About this opportunity
The Village of Cooperstown is requesting qualifications for renovation and adaptive-use construction on a mixed-use property, with responses due September 29, 2025 and questions due September 12. The procurement carries MWBE participation goals of 20% MBE and 10% WBE.
The scope includes converting the first floor into a commercial kitchen with coffee-tea gift shop; the second floor into two one-bedroom apartments with new flooring, kitchens, full bathrooms, and laundry facilities; and transforming the unfinished basement into usable storage space. Bidders must hold a New York State Contractor License and any relevant certifications, and must demonstrate capacity to perform work during 2025–2026.
Submission requirements include company information, NYS contractor license and certifications, MWBE certification status, a summary of relevant construction experience with client references for comparable projects, proof of current liability and workers' compensation insurance, and itemized project pricing with a not-to-exceed total and any cost-savings alternatives. Responses will be evaluated on competitive pricing, relevant experience and past performance, capacity to meet required timeframes, commitment to regulatory compliance and quality control, and compliance with all state and village codes. Evaluations will be completed by October 6, 2025, and selected contractors will be notified following approval by MVEDD and the NYS Housing Trust Fund Corporation. Walk-through requests and all questions must be directed in writing to Ms. Xuan Barletta at (520) 572-4652 or xuanbarletta@gmail.com by September 12.
