About this opportunity

The California Department of General Services, on behalf of the California Department of Transportation, is soliciting sealed bids for Contract 25-303792 to design and install Electric Vehicle Supply Equipment (EVSE) infrastructure at the Southern Regional Equipment Repair Shop in Los Angeles County, California. The project scope encompasses labor, materials, and services necessary to install and electrically connect EVSE infrastructure including wiring devices, saw cutting, trenching, backfilling, surface finishing, lot restoration, and installation of ADA-accessible charging ports and bollards as specified in construction drawings. Bidders must hold a valid California Contractor's License with C-10 classification and must register with the Department of Industrial Relations prior to bid submission. Mandatory pre-bid site inspections or meetings may be required. Electronic bids must be submitted to Pavan.Randhawa@dgs.ca.gov no later than April 28, 2026, at 2:00 P.M., accompanied by a completed Bid Form and Payee Data Record (STD 204). Bid security of at least ten percent of the bid amount is required for bids exceeding $10,000 in the form of a bidder's bond, cashier's check, certified check, or cash, payable to the Department of General Services. Preliminary bid tabulation results will be emailed immediately after bid opening, with final results provided within 2-8 business days following verification of bonding requirements, DIR registration, and DVBE compliance.

This procurement is restricted exclusively to Small Business and Micro Business contractors certified through the California Department of General Services' Office of Small Business and DVBE Services. Disabled Veteran Business Enterprise (DVBE) participation is required, with bidders receiving incentive adjustments based on achieved DVBE participation levels ranging from a minimum of 1.00% to a maximum of 5.00%, not to exceed $500,000 in total incentive value. Contractors and all listed subcontractors must submit valid Certificates of Reported Compliance (CRCs) for any fleet vehicles, particularly those subject to the California Air Resources Board In-Use Off-Road Diesel-Fueled Fleet Regulations under Section 2449(i), Title 12, California Code of Regulations. The project references prevailing wage rates established by the Department of Industrial Relations for February 2026. While no incumbent vendors or budget range is explicitly stated in the available documentation, the requirement for bid security of at least ten percent suggests the project value is substantial and likely exceeds $10,000.
