About this opportunity
Maryland State Highway Administration is soliciting bids under Invitation for Bids HCSNO28SBR for snow and ice removal at its Hanover Complex, 7491 Connelley Drive, Hanover, Maryland, with bids due November 4, 2026 at 12:00 p.m. through eMarylandMarketplace Advantage (eMMA). This is a Small Business Reserve procurement, limiting eligibility to businesses certified by the Governor's Office of Small, Minority & Women Business Affairs, and the Price Bid Form requires the bidder's Small Business Certification number and expiration date. The procurement carries zero percent MBE/DBE and zero percent VSBE subcontracting goals.
The contractor must provide all labor, equipment, and expertise for snow and ice removal on roadways, parking lots, sidewalks, and designated areas. Resources are required on an as-needed basis, seven days a week, 24 hours per day: a skid loader with operator, one 2.5-ton 4x4 dump truck with plow and operator, and up to eight laborers. The Price Bid Form labels the truck as 2-ton, which conflicts with the IFB's 2.5-ton specification. The Price Bid Form's estimated quantities are 35 hours for the skid loader and operator, 40 hours for the dump truck and operator, and 140 hours of additional labor.
Minimum qualifications include five years of commercial snow and ice removal experience, a current Maryland Business License, three references from work performed within the past two years, and a completed W-9. Required insurance includes commercial general liability of $1,000,000 per occurrence and $3,000,000 aggregate, workers' compensation, and employee theft coverage of at least $1,000,000.
The contract is a two-year fixed-price agreement with hourly rates for labor and equipment. Award goes to the lowest responsive and responsible bidder. Invoices are net 30 days and must be submitted within 15 calendar days of service. No federal funding is involved, and no travel time reimbursement is authorized.
Questions were due October 29, 2026 at 10:00 a.m. Public bid opening is November 4, 2026 at 12:00 p.m. at the SHA Facilities Operations Office of Maintenance Library. Contacts are Chris Gallo, contract manager, at 410-582-5572 or cgallo@mdot.maryland.gov, and Tammy Ridgeway, procurement officer, at 410-582-5544 or tridgeway@mdot.maryland.gov.
