About this opportunity
Burgettstown Borough in Washington County, Pennsylvania is soliciting sealed bids for Contract No. 26-01, Veterans Park Improvements, through the PennBid online platform with bids due on Friday, June 5th, 2026. The project encompasses demolition of existing concrete sidewalks and curbs at Veterans Park, located at the intersection of Main Street and Railroad Street, and installation of new concrete sidewalks (3.5 feet wide), curbs, concrete pads (5 feet by 8 feet), and site leveling with paver retaining walls as needed. Work includes yard drainage improvements, utility coordination in compliance with Pennsylvania Act 38, and ADA-compliant truncated dome standards for crosswalks, with all concrete work meeting Class "A" specifications and AASHTO aggregate material standards. The contract consists of three lump sum bid items covering demolition with proper disposal, installation of new concrete sidewalk and associated work, and earthwork for site leveling and retaining wall gravel foundation. Contract work must be substantially completed within thirty calendar days after the Notice to Proceed is issued. A non-mandatory pre-bid meeting is scheduled for Tuesday, May 19th, 2026 at 10:00 AM at Veterans Park, and all bidding documents are available at no cost on www.PennBid.net. The Borough reserves the right to award the contract within ninety days from the bid opening date and may reject any or all bids, waive irregularities, or delete bid items based on budget considerations.
Bidders must submit a certified check or bid bond from a surety company authorized to do business in Pennsylvania equal to ten percent of the total proposal amount as bid security, with performance and payment bonds of one hundred percent of the contract price and an eighteen-month maintenance bond required upon contract award within ten days of the Notice of Award. The contractor must comply with the Pennsylvania Public Works Employment Verification Act, prevailing wage requirements, nondiscrimination and sexual harassment provisions, and the Steel Products Procurement Act. No specific set-aside designations or disadvantaged enterprise restrictions are indicated in the procurement documents. No incumbent vendors or current contractors are referenced, though the Borough retains existing monuments and flagpoles on site that will remain undisturbed. The yard drainage installation will be completed by the Borough prior to construction. While specific budget or award value ranges are not disclosed in the available documentation, the sealed bid process suggests the Borough will evaluate submissions based on cost and compliance with all technical specifications and contractual requirements outlined in the plans and specifications documents.
