About this opportunity

The Antietam Valley Municipal Authority is seeking bids for Contract No. 2025-04, a Sanitary Sewer CIPP (Cured-in-Place Pipe) Lining Project located in Berks County, Pennsylvania. The procurement involves the installation of CIPP in sanitary sewer mains, covering approximately 3,432 linear feet across Lower Alsace Township, Exeter Township, and Mt. Penn Borough. The project's primary deliverables include comprehensive sewer line cleaning, television inspection, and CIPP lining of approximately 53 lateral connections. Bids will be received electronically via the PennBid Program until 3:00 pm local time on Wednesday, September 17, 2025, with a projected contract completion timeline of 90 days from the start date. Bidders are required to submit detailed documentation including a list of subcontractors, equipment and materials inventory, qualifications statement, and a public works employment verification form. Evaluation criteria will focus on responsiveness, contractor qualifications, and the ability to meet technical specifications for CIPP lining processes.

The contract does not specify explicit set-aside designations for disadvantaged enterprises, but does include several important compliance requirements. Contractors must adhere to prevailing minimum wage rates determined by the Department of Labor and Industry, comply with the Public Works Employment Verification Act, and ensure all steel products used in the project are manufactured in the United States. While no specific budget range is listed, the project involves significant municipal infrastructure rehabilitation across multiple jurisdictions. Bidders must demonstrate non-discrimination practices and meet qualifications related to sewer infrastructure rehabilitation. There are no incumbent vendors mentioned, and interested parties can contact Antietam Valley Municipal Authority at 610-779-0150 for site visit arrangements.
