About this opportunity

The City of Rome, New York is requesting bids for remediation and soil-cover work at 701 Lawrence Street, with bids due October 8, 2026. No set-asides or preference programs are identified, and no business enterprise has been awarded an identical or substantially similar contract within the past five years.

The scope consists of excavation of contaminated soil stockpiles and site grading, placement and compaction of a two-foot engineered soil-cover system (18 inches of certified fill soil plus 6 inches of topsoil with vegetative cover), installation of a demarcation layer at the interface between unexcavated and imported soils, and site restoration to final contours meeting New York Department of Environmental Conservation Section 3756.7(d) requirements for restricted-residential use. The cover system is designed to promote stormwater drainage and minimize erosion with minimal future maintenance. Work includes utility mark-out surveys, topographic surveys, erosion and sediment control, decommissioning of specified monitoring wells and piezometers, clearing and grubbing, stabilized construction entrance and vehicle decontamination setup, and daily cleanup. The contractor must maintain at least one lane of alternating traffic on adjacent roadways at all times, with full restoration of traffic patterns at the end of each workday. The contractor bears costs for any damage to existing utilities or structures.

The contractor must obtain all required federal, state, and local permits and licenses and notify the City of Rome and the engineer (B&L) a minimum of five days prior to construction start and restart. Work must comply with applicable regulations and be performed in accordance with construction drawings prepared by licensed professional engineers in September 2026, which include comprehensive general notes addressing contractor responsibilities, safety requirements, existing conditions verification, and site staging specifications.

A rebid of Contract No. 1 is reflected in the posted contract documents and construction drawings (each over 9 MB) dated September 15–17, 2026.

Opportunity text

The Work of this Contract consists primarily of the placement and compaction of a 2-foot soilcover at 701 Lawrence Street in the City of Rome, New York. Currently, soil stockpiles exist atthe southern portion of the site along with grade depressions that retain stormwater with nodrainage. The stockpiles will be excavated along with other areas of the site and this materialwill be placed and graded in low‐lying areas as fill. The site boundary will slope from thenorthwest to the southeast to drainage pathways to the south-southeast of the site. The balance ofcut and fill from the site will promote drainage to this area. This will also allow for the two‐footsoil cover system to be placed uniformly across the site that promotes stormwater drainage. The final cover system will be constructed so that it functions with minimum maintenance, promotes drainage, and minimizes erosion. Although the ROD allows for use of pavement as acover material, the design of the cover system calls for providing a minimum 18‐inch‐thick soillayer and 6 inches of topsoil with vegetative cover meeting the SCOs for cover material as setforth in 6 NYCRR Part 375‐6.7(d) for restricted‐residential use. A demarcation layer will beinstalled prior to placement of the soil cover at the interface between the unexcavated soil andthe imported backfill. The demarcation layer will provide a physical boundary between thesubsurface fill material and the overlying certified cover soil system.
