About this opportunity
The Port Authority of New York and New Jersey is preparing to solicit bids for Contract JFK-974.206, a comprehensive roof rehabilitation project for Building 254 at John F. Kennedy Airport. This pre-advertisement procurement opportunity requires interested contractors to be prequalified under the B List for Request for Qualification Statements (RFQs) 59109, specifically for Master Agreements for General Construction Services on a Work Order Basis within the JFK Redevelopment Program. The project scope encompasses complete roof rehabilitation, including removal and reinstallation/rehabilitation of roof-mounted electrical, electronic, plumbing, and mechanical equipment and accessories. Bid submissions must be uploaded electronically to https://panynj.bonfirehub.com/portal/ by 2:30 PM EST on January 30, 2026. Prospective bidders are required to complete a one-time vendor registration on the Bonfire platform and download contract documents after achieving qualification. The contract documents will be made available electronically at no cost to qualified B List firms.
The procurement appears to have no specific set-aside designations for disadvantaged enterprises based on the available information. Contractors must meet the prequalification requirements for the B List under the specified master agreement for general construction services. The project estimate ranges between $5 million and $10 million, with a notable requirement of providing a minimum 20-year warranty period for the completed work. While no incumbent vendors are mentioned, the project is part of the broader JFK Redevelopment Program, suggesting it is part of a larger infrastructure improvement initiative. Interested firms must demonstrate substantial experience in complex roof rehabilitation projects, particularly those involving intricate mechanical and electrical system relocations. The Port Authority will evaluate bids based on the comprehensive qualifications of the contractors and their ability to successfully execute the detailed roof rehabilitation scope of work.
