About this opportunity
The State of Maine Division of Purchases is requesting bids for Gore-Tex rain gear or approved equivalent on behalf of the Department of Conservation/Marine Resources and Inland Fisheries, with bids due October 21, 2009. Samples must be submitted by the bid opening date.
The scope covers dark green waterproof rain gear — parkas/jackets and pants — in sizes small through 3XL in both regular and tall sizes. All items must feature 100% waterproof construction with sealed and stitched seams, lightweight design, windproof and breathable properties, adjustable hoods, cuffs, and waistbands. The state anticipates approximately 100 pairs over the contract duration, though actual quantities will be based on departmental needs.
The contract period runs immediately through October 31, 2010, with options for two additional one-year renewals. Delivery must occur within 10 business days of order receipt. Pricing must be quoted net, all-inclusive of transportation charges with FOB destination delivery, and remain firm throughout the contract period. The state is exempt from Federal and Maine State Sales and Use Taxes; bidders must quote prices excluding these taxes. A one percent anti-sweatshop fee applies to total contract value and must be paid separately within 30 days of purchase order execution or quarterly for term contracts. The state accepts the Maine Procurement Card as payment with no surcharges or price adjustments based on payment method.
Bidders must submit a completed Code of Conduct Affidavit no later than the bid opening date, certifying vendor and supplier compliance with wage, health, labor, environmental, safety, and non-discrimination laws, as well as prohibitions against forced labor, child labor, and other human-rights violations. The affidavit must be faxed to Sue Garcia at 207-287-6578 and sworn under penalty of perjury. The state reserves the right to reject any or all bids, waive formalities, evaluate approved equivalents, and award based on lowest responsible bidder pricing while considering best-value factors including quality, conformity with specifications, and delivery dates.
