About this opportunity

The County of Orange, Sheriff-Coroner Department is seeking competitive bids for a contract to supply various marine engine parts for the Harbor Patrol Service Unit. The procurement specifically targets parts for Crusader Engine (Model 8.1 MPI), Hurth Transmission (Model 630A), and Mercruiser Engine (Model 3.0L), including components such as alternators, exhaust manifolds, exhaust risers, and fuel pumps. Bidders must submit electronic proposals through the County's online bidding system by July 21, 2025, at 4:30 pm, with bids remaining valid for 365 days after the closing date. The contract requires vendors to provide new parts with standard manufacturer warranties, with delivery instructions specifying drop-off at the Harbor Patrol Unit in Corona Del Mar, California. Mandatory qualifications include registration with the California Secretary of State, a valid D-U-N-S number, and compliance with various certification requirements. Evaluation criteria will include pricing structure, which encompasses individual part costs and a percentage discount for related parts from each engine manufacturer.

The solicitation offers preference opportunities for local small businesses (OCLSB) and disabled veteran business enterprises (DVBE), providing a 5% deduction in the original bid price during evaluation, with potential for an 8% preference if a business is certified in both categories. The contract is structured for a three-year term with potential renewal for two additional years, enabling cooperative purchasing by other governmental entities with a 2% administrative rebate to the County. While a specific contract value is not explicitly stated, the procurement allows for miscellaneous item purchases and requires contractors to match or beat prices offered to other government entities. Contractors must provide manufacturer list price books and will be paid net 30 days after invoice receipt, with an option for electronic funds transfer. The procurement is accompanied by both a Labor and Material Payment Bond and a Faithful Performance Bond, which serve as financial guarantees to protect the County's interests and ensure contractual compliance.
