About this opportunity

The City of Beaumont is requesting bids for debris monitoring services under RFB MF0426-34, with bids due September 10, 2026 at 2:00 p.m. (CT) and questions due September 3, 2026 at 10:00 a.m. (CT). The service is contingent on a declared emergency and intended to support disaster response operations.

Scope includes supervision and monitoring of disaster-generated debris removal; damage assessment; emergency planning; infrastructure restoration; coordination with federal, state, and local agencies; and assistance in securing FEMA and other reimbursement. Pricing is submitted on an hourly-rate basis for seven labor positions: Project Manager, Operations Manager, Field Supervisors, Debris Site/Tower Monitors, Environmental Specialist, Collection Monitor, and Field Coordinators. All hourly rates must include applicable overhead and profit, with overtime compensated at regular rates. No minimum or maximum work quantities are guaranteed.

Qualification threshold is substantial: bidders must demonstrate successful completion of at least ten FEMA-reimbursable disaster debris removal projects involving three different declared disasters within the past fifteen years, with at least two projects involving one million or more cubic yards of debris. Experience with projects of approximately one million cubic yards is an explicit evaluation criterion.

The contract term is three years from City Council award, with two optional one-year extensions at the City's discretion. The City reserves the right to award up to three contracts (primary, secondary, and tertiary). Contract value is not stated. The contract may be classified as formal (over $50,000) or informal (under $50,000) depending on bid amounts, with formal bids requiring City Council approval. Contractor must maintain Workers' Compensation, Commercial General Liability ($500,000 per occurrence), Commercial Auto Liability ($500,000), and Errors and Omissions coverage, with the City named as additional insured. Either party may terminate with thirty days' written notice, subject to funding availability and potential federal reimbursement. Bids will be opened and publicly read on September 10 in the City Council Chambers. No pre-bid meeting is scheduled.
