About this opportunity
The Womelsdorf-Robesonia Joint Authority is soliciting sealed bids online via PennBid for Contract 26-1, Furnace Creek Tank Metals Rehabilitation, with bids due August 11, 2026 at 2:00 p.m. The project is subject to Build America, Buy America Act (BABAA) requirements under the Infrastructure Investment and Jobs Act, mandating that all iron, steel, manufactured products, and construction materials be produced in the United States absent an approved waiver — a decision-flipping constraint for sourcing.
The scope includes installing a 4-inch drilled-hole riser on the tank inlet to function as a static mixer, replacing the tank ladder and roof vent, installing a new 30-inch manway with safety cables, and reconfiguring the overflow discharge system with proper air gap including a duckbill check valve, reducer, and flapper valve above the concrete splashpad. Site visits are available by arrangement with Dennis Miller, Chief Operator, at 610.301.1951.
The contract term is 90 days from Notice to Proceed through Substantial Completion. The project is funded through a Penn VEST loan and is subject to all Penn VEST Drinking Water State Revolving Fund Non-Equivalency Fund loan requirements. Bidders must submit a bid guarantee of 10 percent of the total bid price (certified check or bid bond). Upon award, performance and payment bonds equal to 100 percent of the contract price and a 24-month maintenance bond of 10 percent of the contract sum are required. Progress payments are made at 95 percent of work completed with 5 percent retainage. Liquidated damages of $250.00 per day apply for schedule nonperformance. Contractors must maintain worker's compensation at statutory limits, commercial general liability of $1,000,000 per occurrence, automotive liability of $1,000,000, and umbrella coverage of $3,000,000. Award will be made to the bidder offering the most advantageous proposal within ten days following bid closing. All documents are available at no cost from PennBid at www.pennbid.bonfirehub.com.
