The County of Orange Health Care Agency is issuing a competitive solicitation for contraceptives, hygiene products, and related items to supply various Orange County public health clinics. The procurement encompasses condoms (including specific brands such as ID Superior Feel and LifeStyles in multiple styles), lubricants (TRUSTEX brand), dental dams, prevention kits, hygiene products (shampoo, deodorant, shaving razors), and miscellaneous related items, with pricing requested on a per box or case basis across 25 specified line items. All bids must be submitted electronically through the County's eProcurement Portal (https://procurement.opengov.com/portal/ocgov) no later than June 1, 2026, at 4:00 PM, with questions and requests for clarification due by May 13, 2026, at 4:00 PM directed to Deputy Procurement Agent Traci Fractious through the portal's Question & Answer section. The County offers procurement preferences for Orange County Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) certified vendors, providing a five percent price deduction for single certifications and an eight percent deduction for businesses holding both designations. Responsive bids must include all required certifications and documentation, including SAM.gov confirmation, UEI and DUNS numbers, California Secretary of State registration verification, non-collusion declarations, debarment certifications, and Levine Act campaign contribution disclosures; additionally, contractors must guarantee that quoted prices are equal to or less than prices offered to other local, state, or federal government entities for equal or lesser scope services. The contract is designated as a cooperative agreement that may be utilized by all County of Orange departments and extended to other municipalities, counties, public utilities, hospitals, educational institutions, or nonprofit organizations, with subordinate contracts subject to a two percent administrative rebate on total sales payable to the County. Contractors must maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability coverage of $1,000,000 combined single limit, workers' compensation coverage meeting California Labor Code requirements, and employers liability insurance of $1,000,000 per accident or disease, along with execution of both Labor and Material Payment Bonds and Faithful Performance Bonds. The total not-to-exceed contract value is $150,600.00 for the three-year initial term, with payment made in arrears within 30 days of invoice receipt; no price increases are permitted during the first contract year, and any subsequent increases require documented proof of cost increases with a minimum of 30 days' advance written notice and no retroactive adjustments allowed.
