About this opportunity

The City of Sebastian, Florida is requesting qualifications for continuing engineering services for Sebastian Municipal Airport under RFQ 26-16, with proposals due June 18, 2026 and questions due June 2, 2026. The City intends to award non-exclusive contracts to a minimum of three firms.

Scope includes civil engineering for airport master plan updates, feasibility studies, runway and taxiway design and rehabilitation, airfield lighting, hangar design, and parking improvements. Awardees will also provide construction project management and construction engineering and inspection services for capital projects including buildings, parks, roadways, bridges, and waterways. Initial contract term is three years with options for two additional one-year renewal periods upon mutual agreement. Compensation is negotiated on a per-project basis through individual Consultant Services Agreements, with the City requesting services verbally or in writing and the consultant providing detailed scopes of work, schedules, and not-to-exceed budgets.

Minimum qualifications require five consecutive years in business under the same Federal Employer Identification Number, current authorization to perform services in Florida, and professional engineering licenses. Proposers must carry Commercial General Liability ($1,000,000 per occurrence/$2,000,000 general aggregate), Business Automobile ($1,000,000 combined single limit), Workers' Compensation at statutory levels, and Professional Liability/Errors and Omissions ($1,000,000 per claim/$2,000,000 annual aggregate).

Evaluation is based on firm profile, engineering knowledge and methodology, staff credentials and project team qualifications, and references, with a maximum of 100 points. The City may conduct oral discussions with top-ranked firms if scores are close. Proposal opening is virtual on June 18, 2026 at 2:30 PM. Award recommendations are anticipated in August 2026.
