About this opportunity
Dallas Area Rapid Transit Authority (DART) is soliciting a procurement opportunity for a contact, electrical head, insulation, block, and left-hand (LH) component, identified by solicitation number 2097032. The procurement is specifically located within Dallas County, Texas, and requires vendors to complete registration through the Bonfire platform to access full bid details. The contract opportunity was posted on December 9, 2025, with responses due by December 17, 2025. Vendors must submit comprehensive bids that include FOB Destination shipping terms with freight costs integrated into the overall pricing. DART has established specific requirements for bid submissions, including detailed invoice documentation, with invoices to be submitted electronically to APInvoices@dart.org and containing precise purchase order information such as item numbers, descriptions, quantities, unit prices, and extended totals. Potential vendors must be prepared to meet stringent delivery schedules, as DART considers time and delivery rates essential to the order, with failure to meet specified delivery timelines potentially resulting in order rejection or default termination.
While specific set-aside designations are not explicitly detailed in the provided documentation, vendors must certify compliance with Texas Comptroller requirements regarding foreign terrorist organizations and agree not to boycott Israel. The contract will be governed by Texas law with venue in Dallas County, and DART maintains the right to terminate the contract for convenience or default. Payment terms are established at Net 30, with invoices processed 30 days from receipt or order completion. The procurement requires vendors to provide commercial warranties ensuring product merchantability, suitability for intended use, and specification compliance. Although specific award values are not disclosed, vendors should be prepared to meet comprehensive technical and logistical requirements. The contract allows for potential termination with limited payment provisions, specifically covering only accepted deliveries prior to contract cessation. Vendors must demonstrate technical capability, reliability in delivery, and adherence to DART's stringent purchase order terms and conditions.

In such event, the Seller shall be liable for damages, including the excess cost of reprocuring similar supplies or services or completing construction; provided that, if (i) it is determined for any reason that the Seller was not in default, or (ii) the Seller's failure to perform is without his and his subcontractor's control, fault, or negligence, the termination shall be deemed to be a termination for convenience under paragraph 12.
