About this opportunity
The City of Clemson, South Carolina is requesting sealed proposals from qualified consulting firms to develop a comprehensive city-wide Stormwater Master Plan, with proposals due October 12, 2026 at 2:00 p.m. ET. The project scope encompasses data gathering and inventory of the existing drainage system; hydrologic and hydraulic modeling for existing and future conditions; rate and fee structure analysis benchmarked to similar municipalities; stormwater impact fee analysis and development; and risk-based infrastructure prioritization with recommendations for system deficiencies and coordination opportunities with neighboring municipalities. Final deliverables are a comprehensive Stormwater Master Plan, a 10–15-year Capital Improvement Plan with cost estimates, a Stormwater Program analysis, and an updated fee and rate structure analysis. The consultant must provide all labor, materials, equipment, and supervision necessary to perform the work.
The selected firm must attend three mandatory meetings: a project kick-off, a mid-project update presentation to City Council, and a final Master Plan presentation. Proposals are limited to 30 single-sided pages (excluding transmittal letters and required City documents) and must be submitted as one unbound original with four bound copies. The evaluation committee will score proposals on firm qualifications and experience (maximum 30 points), project team composition and expertise (maximum 25 points), project approach and methodology (maximum 20 points), proven performance and references (maximum 15 points), and fee proposal (maximum 10 points). Short-listed firms may be interviewed; if interviews are conducted, 15 additional points per evaluator will be allocated. The City reserves the right to award based on proposal review alone. The City will negotiate with the highest-ranked offeror at a price deemed fair and reasonable; if negotiations fail, it may pursue the second-ranked offeror.
Professional liability insurance of $1 million and commercial general liability of $1 million per occurrence are required. The selected firm must obtain a City Business License before work commences. Questions are due September 30, 2026 at 2:00 p.m. ET. All proposals remain binding for 90 calendar days following the opening date. Payment terms are monthly invoices submitted by the 10th of the following month, with City payment within 30 days of receipt and approval by the contract administrator.
