About this opportunity
The Colorado Department of Public Health and Environment's Hazardous Materials and Waste Management Division is requesting proposals for consulting services to conduct environmental site assessments under CERCLA throughout Colorado, with proposals due August 3, 2026, at 2:00 PM Mountain Time. The State intends to award between 4 and 6 contractors who will be placed on an eligible list for task-order assignment on a case-by-case basis.
Offerors must maintain an office within Colorado and meet minimum qualifications: five years of CERCLA site assessment experience, five years managing projects exceeding $750,000, five years of data validation experience, and completion of at least three similar projects within the past five years. Personnel assigned must demonstrate experience coordinating with stakeholders, developing Health and Safety Plans and Sampling and Analysis Plans, and preparing Preliminary Assessments, Site Inspections, and Hazard Ranking System evaluations.
Site assessments will encompass evaluation of site conditions, review of existing information, field activities, and preparation of technical documentation. Currently concentrated in the Denver metropolitan area and surrounding regions, assessments may occur anywhere within Colorado. The State estimates approximately six site assessments annually. All analytical data must meet Level 4 data package validation and Stage 2B validation standards.
The contract is structured as a time-and-materials engagement utilizing hourly personnel rates, contractor markup rates, and administrative costs. The annual budget is approximately $300,000, with a total five-year budget not expected to exceed $1,500,000 unless additional funding becomes available. Pricing must remain firm during the initial term; rate adjustments for future years will be negotiated at the time of individual site assignment. The contract term runs September 1, 2026, through August 30, 2027, with renewal options for up to four additional one-year periods, not exceeding five years total.
Evaluation allocates 140 total points across Organizational Summary (20 points), Minimum Qualifications (40 points), Project Samples (30 points), Technical Proposal (30 points), and Budget (20 points). Proposals must include two detailed project samples with references and key personnel resumes. Written inquiries were due July 8, 2026. Funding is provided through a cooperative agreement with the U.S. Environmental Protection Agency.
