About this opportunity
The Colorado Department of Public Health and Environment, Hazardous Materials and Waste Management Division, is requesting proposals for consulting services to support site assessment activities under CERCLA, with proposals due August 3, 2026 at 2:00 p.m. MT via BidNet Direct and a written inquiry deadline of July 8, 2026 at 2:00 p.m. MT. The State intends to award multiple offerors to an eligible list; award does not guarantee work volume.
Minimum qualifications are substantial: offerors must maintain an office within Colorado, demonstrate five years of experience managing projects exceeding $750,000, and provide evidence of five years performing CERCLA site assessment activities (discovery efforts, Pre-CERCLA Screenings, Preliminary Assessments, Site Inspections, and HRS Evaluations). Offerors must also document five years of data validation experience and completion of a minimum of three similar-sized projects within the past five years. Service-Disabled Veteran-Owned Small Businesses must submit U.S. Small Business Administration certification documentation.
The scope encompasses site assessment consulting for an estimated six projects annually, including evaluation of site conditions, field activities, and preparation of technical deliverables: Sampling and Analysis Plans, discovery effort reports, Pre-CERCLA Screening reports, Preliminary Assessment reports, Site Inspection/Analytical Results Reports, data validation reports, and Hazard Ranking System evaluation reports. Contractors must assign a dedicated project manager, conduct all CERCLA activities in accordance with current EPA guidance, and provide quarterly reporting documenting sites worked, activities conducted, funds spent, and issues encountered. Invoicing is due within 45 calendar days after each billing period.
The annual budget is approximately $300,000 for the estimated six site assessments, with a total five-year budget not expected to exceed $1.5 million unless additional funding becomes available. The initial contract period runs from September 1, 2026 through August 30, 2027, with the option for up to four additional one-year renewals, not to exceed five years total. Prior to contract execution, awardees must provide proof of good standing with the Colorado Secretary of State and an insurance certificate. Proposals must include organizational summaries, minimum qualification narratives, two project samples with references, technical proposals with key personnel resumes and quality control processes, and detailed cost proposals with hourly rate sheets and administrative costs.
