About this opportunity

The Gratiot County Central Dispatch Authority (GCCDA) is seeking consulting services through a Request for Proposal (RFP) for a comprehensive Public Safety Computer Aided Dispatch (CAD) system project. The procurement targets qualified consultants or firms with extensive experience in public safety CAD systems to assist with planning, procurement, and potential implementation of a new system. Key project objectives include evaluating the existing CAD environment, identifying operational and technical requirements, developing a detailed RFP for CAD system procurement, and supporting vendor evaluation and selection. The scope of work encompasses a thorough needs assessment involving review of current systems, stakeholder interviews, workflow documentation, and requirements development aligned with NG911 and NENA standards. Evaluation criteria will be weighted across experience (30%), personnel qualifications (20%), approach and methodology (20%), cost competitiveness (20%), and references (10%). The RFP was posted on August 8, 2025, with proposals due by September 5, 2025, and an estimated project start date of October 1, 2025. Deliverables will include a comprehensive RFP, vendor recommendations, and potential implementation support for systems including mobile data terminals, AVL/mapping, mobile applications, messaging, and third-party integrations.

The RFP does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The current CAD system infrastructure will require integration with existing GIS, RMS, and related systems used by dispatch, law enforcement, fire, and EMS agencies in Gratiot County. While the total budget is not specified, the procurement process indicates a comprehensive system replacement with potential multi-year implications. The consultant will be expected to provide guidance on service level agreements, licensing, support, and maintenance terms. Proposers must submit an electronic PDF proposal including a company profile, project team details, project approach, references from at least three public safety clients, and an itemized cost proposal. The ultimate goal is to ensure continued delivery of efficient, reliable, and modern dispatch services for emergency communication across Gratiot County, Michigan, by replacing the current CAD system that is nearing the end of its lifecycle.
