About this opportunity
Washtenaw County Purchasing Administration is requesting proposals for consulting services to develop an Americans with Disabilities Act Self-Evaluation and Transition Plan for the Washtenaw County Parks and Recreation Commission under RFP #8918, with proposals due November 24, 2026. A 5% local-vendor preference applies to Washtenaw County-based companies and a 3% preference to Michigan-based companies on the qualifying bid amount.
The consultant must conduct a comprehensive assessment of WCPARC's policies, practices, programs, services, activities, and facilities across over 7,000 acres spanning 14 parks and 40 nature preserves to identify accessibility barriers and ensure Title II ADA compliance. The scope encompasses five primary tasks: project management; community engagement and public outreach; self-evaluation and field surveys of all public buildings, structures, playgrounds, amenities, access pathways, parking lots, and policies; staff training on ADA compliance; and development of a prioritized transition plan with cost estimates and implementation schedules.
Proposals must include an itemized, not-to-exceed cost breakdown by task, hourly rates, estimated hours by personnel, and reimbursable expenses, with optional value-added services identified separately. The initial contract term is two years with an option to renew for one additional year, with project kick-off on February 1, 2027 and completion by December 31, 2028. Evaluation will weigh qualifications and relevant experience (35 points), project understanding and approach (25 points), fee proposal (20 points), schedule and project management (10 points), and public engagement and collaboration (10 points). Interviews with selected bidders are anticipated for the week of December 7 or 14, 2026, with a Notice of Award scheduled for January 12, 2027. The contract is subject to Washtenaw County's Living Wage Ordinance requiring a minimum of $17.42 per hour with benefits or $19.42 per hour without benefits, adjusted annually. Required insurance includes Workers' Compensation at Michigan statutory limits, Commercial General Liability of $1,000,000 combined single limit with Washtenaw County as additional insured, and Automobile Liability of $1,000,000 combined single limit. Proposals must include vendor qualifications, three client references from projects completed within the last five years, and a completed Local Vendor Preference Certification Application and Affidavit.
