The scope encompasses civil engineering, planning, surveying, landscape design, architectural design, geotechnical analysis, ADA compliance review, construction management, structural engineering, environmental reviews, and floodplain management. Services will address technical review of subdivision plats, construction plans, site development projects, infrastructure improvements, drainage and stormwater management, and planning initiatives including comprehensive planning and special area planning.

The initial contract term is one year, with potential for two additional two-year renewal periods, not to exceed five years total. Respondents must provide Commercial General Liability insurance ($500,000 per occurrence), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation meeting Texas statutory requirements, and Professional Liability or Errors & Omissions coverage ($1,000,000 each occurrence). Performance bonds are required for contracts exceeding $50,000, and payment bonds for contracts exceeding $25,000, both to be provided within specified timeframes after award. The selection committee may conduct interviews with qualified respondents before making a final recommendation to the Terrell City Council.
