About this opportunity

Dane County is requesting Statements of Qualifications from consultant firms to develop, conduct, and manage a Sound Insulation Program (SIP) at Dane County Regional Airport (MSN) under a negotiated professional services agreement, with SOQ responses due November 20, 2026 at 2:00 p.m.

The SIP serves approximately 1,250 residential units, one place of worship, one daycare facility, one transient lodging facility, and one educational facility within the future 65 decibel Day-Night Average Sound Level contour. Qualified firms must demonstrate documented experience conducting and managing sound insulation programs in conformance with FAA Advisory Circulars 150/5020-1 and 150/5000-9B and FAA Order 5100.38D, including but not limited to community outreach surveys, property surveys, acoustical testing, design-bid package development, avigation easement coordination and management, and program management of similar scope and complexity from development through implementation while maintaining compliance with federal, state, and local standards.

The contract term extends up to five years with separate Professional Services Agreements executed annually based on the County's intent to extend and the firm's scope and fee proposal. The program is anticipated to be funded through the FAA Airport Improvement Program at up to 90% federal funding, with certain MSN-specific components potentially ineligible for reimbursement; respondents must delineate eligible and ineligible cost components per FAA guidelines. Cost proposals will be developed during subsequent contract negotiations — the SOQ submission must contain qualifications only, with no cost information permitted.

Evaluation criteria are demonstrated capability and relevant experience with airport programs of similar scope (30% weighting), program understanding and approach to FAA compliance (30%), key personnel qualifications (10%), teaming partner qualifications (10%), past performance and schedule adherence (10%), and interest level and regional familiarity (10%). Up to three firms will be selected for second-phase in-person interviews at MSN estimated for the week of December 7, 2026, with interviews accounting for 100 points in the final evaluation. Notification of intent to award is estimated for December 14, 2026, and the agreement start date is estimated for March 1, 2027. Questions are due November 6, 2026. SOQ responses are limited to 30 single-sided or 15 double-sided pages and must be submitted electronically through the County's eProcurement Portal.
