About this opportunity

The state of Maryland, through the Division of Special Education (DSE), is seeking a consultant and content reviewer for Comprehensive Coordinated Early Intervening Services (CCEIS). The primary objective of this contract is to conduct a comprehensive qualitative review of Local Education Agency (LEA) CCEIS Self-Assessment and Plan submissions using the DSE's specific review and feedback tool. The selected consultant will be responsible for comparing LEA self-assessment data with disproportionality trends, providing detailed feedback on programmatic and fiscal components, and developing strategies for equitable implementation of CCEIS plans. Key deliverables include monitoring alignment of planned expenditures, creating processes for co-development and co-evaluation of CCEIS actions, and preparing to co-lead technical assistance for LEAs identified as significantly disproportionate. The contract opportunity is posted on May 30, 2025, with a proposal due date of June 4, 2025, and requires expertise in educational policy, data analysis, and systemic improvement strategies related to special education services.

While specific set-aside designations are not explicitly detailed in the provided documentation, the contract appears to require a high level of specialized expertise in educational systems, data analysis, and intervention strategies. The consultant will need to demonstrate significant experience in working with educational agencies, understanding federal and state special education components, and developing actionable improvement strategies. The contract involves close collaboration with DSE fiscal and programmatic liaisons, suggesting a need for strong interpersonal and analytical skills. Although no specific budget range is mentioned, the complexity of the work implies a substantial professional services contract focused on addressing significant educational disparities. The scope of work suggests the ideal candidate will have advanced knowledge of special education policy, data interpretation, and systemic improvement methodologies, with a particular focus on addressing disproportionality in educational identification, placement, and disciplinary practices.
