About this opportunity

The New York State Department of Transportation (NYSDOT) is seeking bids for multiple construction and infrastructure improvement projects across several counties, including Herkimer, Oneida, Onondaga, Monroe, Ontario, Erie, Niagara, Cattaraugus, Chautauqua, and Rockland. The procurement encompasses seven distinct projects involving large culvert replacements, pavement rehabilitation, highway maintenance, signal improvements, and ADA compliance upgrades. Specific project scopes include pavement resurfacing on Route 45 in Rockland County, signal improvements on Route 332 in Ontario County, maintenance and slope repairs on Routes 695 and 5, and highway ADA compliance upgrades in multiple counties. Electronic bid documents will be available starting September 25, 2024, with sealed bids to be received until 10:30 AM on October 24, 2024, at the NYSDOT Office of Contract Management in Albany. Bidders must submit a bid deposit of 5% of the bid amount, which ranges from approximately $20,000 to $1,500,000 depending on the project, and all bids can be submitted electronically via www.bidx.com or in person.

The procurement includes specific diversity and inclusion requirements, with Disadvantaged Business Enterprise (DBE) goals ranging from 0% to 6% across different projects, and one project in Rockland County featuring additional minority-owned (MBE) and women-owned (WBE) business enterprise goals of 10% and 15% respectively, along with a 6% Service-Disabled Veteran-Owned Business (SDVOB) requirement. Contractors must utilize the EBO (Equitable Business Opportunity) reporting software for civil rights compliance and are required to submit DBE commitments with their bids for federal aid projects. The NYSDOT emphasizes nondiscrimination, ensuring full opportunities for disadvantaged businesses to submit bids without discrimination based on race, color, national origin, sex, age, disability, or income status. Contracts appear to be primarily infrastructure and transportation-related, with total estimated project values ranging from $20,000 to potentially over $1.5 million. No incumbent vendors were listed, and the projects seem designed to provide opportunities for small businesses, including those owned by disadvantaged, minority, women, and service-disabled veterans.
