About this opportunity
The West Virginia Office of Shared Administration, Purchasing Division, is requesting quotations on behalf of the Department of Health Facilities for repair and paving of existing parking lots at Welch Community Hospital, with proposals due September 1, 2026, at 10:00 a.m. EST under ARFQ 0512 WEH2700000003. The procurement includes federal funds and is subject to federal compliance requirements under 2 C.F.R. 200.317–200.327, including Davis-Bacon wage rates, minority and women's business enterprise participation provisions, domestic material preferences, Equal Employment Opportunity standards, debarment screening through SAM, and Byrd Anti-Lobbying certification for awards exceeding $100,000.
The scope encompasses repair and paving of multiple parking lot areas at 454 McDowell Street in Welch, including approximately 52,997 square feet of Superpave hot mix asphalt (2-inch removal depth, 2 lifts) in the main entrance area, approximately 3,000 square feet (4-inch removal depth, 2 lifts), sealcoating of approximately 26,000 square feet in employee parking and loading dock areas (2 coats), crack sealing of approximately 1,200 linear feet, and re-striping of main and employee parking areas. Work also includes milling adjoining roads and entrances, surface mix dragging for low spots, tack coat application, and non-destructive compaction testing. All work must be completed within 180 business days from Notice to Proceed during standard hours (7:00 a.m. to 7:00 p.m., Monday–Friday, excluding West Virginia holidays). Vendors must hold a current West Virginia Contractors License and demonstrate successful completion of at least three similar projects verified by references prior to award.

A pre-bid meeting was held August 18, 2026; written questions were due August 20, 2026, at 10:00 a.m. EST. Contact Roberta A. Wagner, buyer, at (304) 558-0437 or roberta.a.wagner@wv.gov.
