About this opportunity

Wayne County School District is requesting proposals from qualified Construction Management at Risk firms for construction of new athletic facilities and a new Board of Education Central Office, with proposals due November 12, 2026, at 2:00 p.m. and mandatory attendance at a pre-proposal conference on October 29, 2026, at 10:00 a.m. at Wayne County High School. Board approval of the CM at Risk contract is anticipated for November 17, 2026, contingent on passage of an ESPLOST and general obligation bond referendum scheduled for March 2027.

The scope encompasses Phase 1 athletic facilities — a 4,500-seat football stadium with press box, synthetic turf field, fieldhouse, dressing rooms, restroom and concession buildings, parking areas, a baseball field with grandstands and press box, concessions and restroom building, and hitting and pitching facility, and a softball field with comparable amenities — and Phase 2, approximately 23,000 square feet of new Board of Education Central Office space with parking and drives. The total anticipated project budget is $35 million. Construction must be completed before the 2026–2027 school year begins.

All subcontractors must be licensed in Georgia and comply with the Georgia Security and Immigration Compliance Act and SAVE program requirements. The CM must obtain at least three qualified bids for each work category, submit guaranteed maximum price (GMP) proposals for each bid package, provide 100 percent performance and payment bonds, and maintain comprehensive general liability insurance of $1 million per occurrence, auto liability coverage, umbrella excess liability of $1 million, pollution liability insurance, and workers' compensation as required by law.

The CM fee structure consists of a fixed fee for pre-construction services, a fixed fee for general conditions, and a percentage-based fee for overhead and profit, submitted in separate sealed envelopes. Evaluation criteria are firm history (5%), relevant experience (10%), project personnel (10%), financial information (15%), project approach (30%), claims history (5%), references (5%), and fee structure (20%). Phase II interviews will be conducted at the committee's discretion. Proposals require six printed copies and one digital copy on a thumb drive submitted to Wayne County School District Central Office.
