About this opportunity
Oswego County's Office of Strategic Initiatives Department is requesting sealed bids for construction of approximately 20 miles of fiber optic cabling—both aerial and underground—throughout Oswego County, with bids due June 16, 2026. The county reserves the right to award to multiple contractors for aerial and underground construction in various segments, and contractors will receive task-order directives as pole licenses and permits are received.
All labor, equipment, and materials except fiber optic cable and central office termination equipment (supplied by Oswego County and stored at 111 East 11th Street, Oswego) are the contractor's responsibility. The scope includes approximately 18 miles of aerial installation on existing pole lines and approximately 1.9 miles of underground installation via trenching, plowing, or horizontal directional drilling. The county has secured all pole attachment agreements, conduit encroachment agreements, inspections, and permits. The system must be OTDR-tested and complete.
Oswego County has retained all prevailing wage, bonding, and insurance requirements. All prices must include prevailing wage rates consistent with New York State Labor Law, with contractors required to register with the New York State Department of Labor and use the Teledata prevailing wage classification. A 5% bid bond, 100% faithful performance bond, and 100% labor and material bond are required. Contractors must provide proof of sexual harassment prevention policies, non-collusion certification, workers' compensation insurance, and commercial general liability and professional liability insurance each of $1,000,000.
Bids must be sealed with one electronic copy on a flash drive, submitted as lump-sum firm quotes with unit costs for labor and materials on the provided costing sheet. The contract period extends through December 31, 2026. The project is funded through an agreement between Oswego County and New York State Empire State Development under the ConnectALL program. No incumbent has been identified.
