About this opportunity
Frederick Community College is requesting proposals for Construction Manager at Risk services with a Guaranteed Maximum Price for the Catoctin Hall Innovation & Technology Center project (RFP due October 3, 2026), a phased design-and-construction engagement where the CMaR firm will partner with the College, the separately contracted A/E firm, and trade contractors.
The scope encompasses construction management oversight for a 28,352 GSF addition and 30,245 GSF renovation of existing Catoctin Hall, resulting in a 79,695 GSF facility housing Science, Biotechnology, Computing, Business, Technology, CEWD, and MACEM & PS programs. Planned spaces include laboratories, classrooms, collaboration areas, a simulated clean room, study and gathering spaces, and an Innovation Center serving FCC and community partners. The College emphasizes a partnering model in which the CMaR firm, A/E firm, College, and trade contractors collaborate to maximize project success while respecting each team member's responsibilities and expertise.
The College will execute a separate design contract with an architectural/engineering firm; this solicitation covers CMaR services only. The RFP was posted February 10, 2026.
