About this opportunity

Union County, North Carolina, through Union County Facilities Management, is requesting Statements of Qualifications from Construction Manager at Risk firms for the Judicial Center Renovation project, with submissions due October 29, 2026 at 11:00 AM EDT. Questions are due by 5:00 PM EDT on October 15, 2026. The County reserves the right to conduct interviews with shortlisted firms and will negotiate pricing following selection of the best qualified firm under the North Carolina Mini-Brooks Act (N.C.G.S. 143-64.31); price information is not required in the SOQ and will not be evaluated during qualification review.

Respondents must hold an active North Carolina general contractor license and provide evidence of bonding capacity, current safety records, and Experience Modification Rates. The CMAR firm will serve an existing 101,430-square-foot Judicial Center in Monroe, North Carolina, constructed in 2003, across planning and design phases, preconstruction phase services (constructability reviews, cost estimating, value analysis), and construction phase services (subcontractor procurement, scheduling, cost control, quality administration). The renovation scope includes enhanced safety and security measures, improved information technology and audiovisual integration, security system upgrades, courtroom reconfiguration, accessibility enhancements for hearing-impaired users, and modernization of mechanical, electrical, plumbing, and roofing systems.

The estimated project budget is $2.8 million. The selected CMAR firm must procure and maintain specified insurance coverage: workers' compensation as required by law, commercial general liability of $2 million, commercial automobile liability of $1 million, and provide performance and payment bonds as required by law. The contract term extends through completion of project services, subject to annual budget appropriation. Electronic submissions must be filed through the Union County Submittal Portal as a single document not exceeding 20 megabytes. All submissions become public record subject to North Carolina public records law disclosure, with trade secrets properly designated and submitted separately.
