About this opportunity
The City of Cheyenne is requesting proposals for Construction Manager at Risk services for renovation and repurposing of the Historic Pumphouse, with proposals due July 29, 2026 and a mandatory pre-proposal meeting on July 10, 2026 at 10:00 a.m. at 1504 Dillon Ave. Wyoming-resident contractors receive a 5% preference and must submit a State of Wyoming Certificate of Residency; non-submission results in zero points for this criterion.
The scope encompasses demolition, stabilization, and renovation of the 1892-era pumphouse to create a facility for the City's Clean and Safe crew. The project addresses fire damage sustained May 16, 2026, and is structured in two phases: Demolition and Stabilization, followed by Renovation. The project is at Design Development level. The CMAR will be responsible for pre-construction services immediately upon contract execution and insurance/bond approval.
The CMAR must demonstrate bonding capacity of up to $30 million in construction costs via surety letter or binder and maintain builders risk insurance throughout execution. Required insurance includes commercial general liability ($1 million per occurrence / $2 million aggregate), business automobile liability ($1 million combined single limit), and workers' compensation at statutory limits. The contract will use AIA Document A133-2019 with Cost of Work Plus Fee and Guaranteed Maximum Price provisions.
Evaluation uses a weighted scoring matrix: similar relevant experience (10%), project team knowledge (20%), ability to meet schedule and adjust phasing (15%), general qualifications (20%), Wyoming residency preference (5%), and fee structure including bonding capacity and pre-construction services (10%), with additional weight given to CMAR fee percentage. Shortlisted firms will participate in interviews on August 7, 2026. Proposals must be submitted via the City's OpenGov e-Procurement Portal; email and fax submissions will not be considered. All proposals become public information following contract award.
