About this opportunity
The City of Frisco, Texas is seeking proposals from qualified construction management firms to provide Construction Manager at Risk (CMAR) services for the Public Safety Training Village project through a one-step RFP process. The procurement encompasses customary CMAR services including pre-construction services for a realistic training facility comprising interconnected shell-type buildings constructed using CMU walls, stick frame, and pre-engineered metal structures located at 14901 Donnie Mayfield Way, Frisco, Texas 75033. The facility will replicate a small city environment for scenario-based exercises for the Police and Fire Departments, with the project architect being G2 Solutions Group, Inc. Proposers must submit a fixed-sum contract bid that includes pre-construction services fees, general conditions costs (either as a not-to-exceed dollar amount or per-month cost), construction phase services fees, performance and payment bond premiums for 100% of the construction budget, and liability insurance premiums, with a commitment to return full savings realized during construction to the Owner. The evaluation criteria are weighted as follows: experience of the proposer (30 points), proposed personnel and management team (15 points), reputation (15 points), financial strength (10 points), and compensation (30 points). Proposals must include audited financial statements, proof of bonding ability, personnel resumes with references, completed conflict of interest questionnaires, and contract risk assessment questionnaires. The questions deadline is April 10, 2026 at 4:00 PM Central Time, with proposal submissions due April 21, 2026 at 2:00 PM CT via CD/flash drive, hard copy, or electronically through the Bonfire platform; virtual bid opening will occur April 21, 2026 at 2:05 PM CT via Microsoft Teams, followed by potential interviews in April/May 2026, with contract award anticipated for May 2026.
Non-resident bidders must comply with Texas Government Code Section 2252.002, which may require non-resident bidders to underbid resident bidders by a specified margin. Bidders must provide detailed firm information, identify any minority or woman-owned business participation in their proposals, and execute affidavits of no prohibited interest along with certification forms attesting to bid accuracy, price verification, and absence of collusion. Bidders must also complete compliance certifications addressing bankruptcy history, contract performance, litigation, tax compliance, government investigations, debarment status, license revocation, criminal convictions, and compliance with Texas Government Code Chapter 2270 regarding Israel boycott certification. The procurement documents do not specify set-asides for disadvantaged enterprises, incumbent vendors, or current contractors. The total estimated construction budget does not exceed $7.4 million, and a guaranteed maximum price will likely be required at the 60–70% construction document phase. The City of Frisco is exempt from federal and state sales taxes, and pre-construction services are anticipated to begin immediately following contract award.
