About this opportunity

Reeves County Purchasing Department is requesting proposals for Construction Manager at Risk (CMAR) services for an indoor/outdoor waterpark facility with proposals due May 28, 2026 at 11:00 a.m. CST. The CMAR must be independent of the project architect per Texas Government Code 2269.252(b)(c) — a disqualifying constraint for any firm currently engaged with Parkhill (the architect of record, based in El Paso).

The scope encompasses a 67,675-square-foot waterpark complex on CR 118 adjacent to Cyclone Ballpark in Reeves County, including an indoor surf simulator, lazy river, activity pool, splash play zone, and slide complex within an OpenAire aluminum-framed glass structure with an operable roof, plus outdoor leisure pool with cabanas and gazebos. The CMAR will provide a Guaranteed Maximum Price, furnish 100% payment and performance bonds, conduct subcontractor bidding under Texas Government Code Chapter 2269, and coordinate with approximately $10.76 million in sole-source items already procured by Reeves County. Pre-construction services fees must be separated from construction services fees.

The estimated construction value is $54 million. Design is expected by early July 2026, permitting will take approximately two months, and construction is projected at sixteen months, targeting a December 2027 opening. The tentative contract award date is June 22, 2026.

Evaluation is weighted across previous CMAR experience (15 points), indoor waterpark construction experience (10 points), personnel qualifications (25 points), project schedule (10 points), references (10 points), and proposed general-conditions fees (30 points). Proposals are limited to 20 pages. Questions are due May 20, 2026 at 3:00 p.m. via email to bidquestions@reevescounty.org. The contractor must execute a Conflict of Interest Questionnaire and provide certificate of liability insurance naming Reeves County as additional insured with waiver of subrogation, and must comply with House Bill 89 (Israel boycott), Senate Bill 19 (firearm discrimination), Senate Bill 13 (energy company boycott), and Senate Bill 252 (Iran/Sudan/terrorist organization restrictions).
