About this opportunity

KEXX Davidson County Executive Airport is requesting statements of qualifications from Construction Manager at Risk (CM@R) firms for preconstruction and construction phase services on the Fly High Lexington-Davidson County FBO Facility Project, with qualifications due September 7, 2026 at 3:00 PM EST and a non-mandatory pre-submission conference on August 24, 2026 at 2:00 PM at the construction site.

The project encompasses construction of a new approximately 9,607-square-foot steel-framed FBO terminal building with administrative offices, executive offices, passenger lobby, restrooms, conference spaces, and relocated flight line operations functions; renovation of approximately 3,800 square feet of an existing wood-framed facility; and site development of approximately 1.5 acres including parking, utility infrastructure, stormwater management, and airfield improvements. Respondents must demonstrate experience assisting first-time CM@R clients and provide detailed past performance on five similar completed CM@R projects.

The project budget is $5,000,000 to $12,000,000. Preconstruction services will begin in October 2026, with construction start anticipated for February/March 2027 and an approximate 14-month construction duration. Compensation includes a lump sum fee for preconstruction services and a lump sum fee for construction phase CM@R services; fee proposals remain sealed unless the firm is determined most qualified following interviews, and the Owner reserves the right to negotiate fees with the highest-ranked firm.

The selection process is two-step: qualifications submission followed by in-person interviews on September 24, 2026, with CM@R selection by September 30, 2026. Evaluation criteria include demonstrated approach to meeting North Carolina General Statute 143-128.1 governing CM@R procurement, public competitive bidding of trade packages, HUB outreach, and transparent open-book procurement processes; proximity to project location; current and projected workload; quality control and accident prevention procedures; litigation and safety history; and proposed project team qualifications. The Owner will conduct reference checks, verify bonding capability, and evaluate financial stability. Award is contingent upon successful negotiation of fees, scope, and contractual terms using AIA Document A133.
